I should have clarified Sub-Saharan Africa. North Africa along the Med was highly evolved for a long time as you say.
North Africans are not the same as Sub Saharan Africans as the writer probably was referring to.
Not talking about Northen Africa but basic Africa which had not evolved for thousands of years.

Carthage while located on the African continent was not peopled by blacks. They were likely Phoenician and had ships well before 2,000 years ago.
Now the aborigines, who settled Australia,had boats to cross more like 40,000 years ago. They just didn’t target Japan.
Carthage was a colony set up by the Phoenicians. I think the comment was relating to “where are the black people”.
Herodotus did write about a nation of very tall black men from upsteam on the Nile who kept defeating the Persians who were trying subdue every city-state in the Egyptian area. He says they lived much longer than Greeks and Persians too.
Carthage originated as a Phoenician colony.
The Phoenicians came from what is now Lebanon, and were white.
