This is what the Russians claim. It is of course not true that the UK is planning attacks on nuclear power plants. But our experience with Russian propaganda indicates that when they accuse others of something, it is because they do it themselves. In this case, it is an indication that the Kremlin is planning an attack on the nuclear power plants.
