So, this might be it:

Russians have taken all or part of five Ukraine Oblasts:

  1. Luhansk = 8,365 square miles
  2. Donetsk = 10,231 square miles
  3. Zaporizhzhia = 10,486 square miles
  4. Kherson = 10,981 square miles
  5. Crimea = 10,422 square miles
Total area of occupied Oblasts = 50,483 square miles = 21.6% of Ukraine (233,013 square miles).

That could easily be where the 20% number comes from -- they are assuming Russia already controls all of the Oblasts it has claimed.

But according to numbers from the Institute For the Study of War, Russians actually controlled only around 33,000 square miles, which is just 14% of the 233,013 square miles total Ukraine area.

Nice map, as usual. And this failure to advance in occupied territory explains why one of Putin’s major peace demands is to be given control of all the territory of the Oblasts currently only partially occupied and controlled. Like Ukraine would ever agree to that! So, totally Putin noise making.
