This list only includes destroyed vehicles and equipment of which photo or videographic evidence is available. Therefore, the amount of equipment destroyed is significantly higher than recorded here. Loitering munitions, drones used as unmanned bait, civilian vehicles and derelict equipment are not included in this list. All possible effort has gone into avoiding duplicate entries and discerning the status of equipment between captured or abandoned. What has happened since President Trump’s re-election, is that NATO is now preparing a massive increase in Defense spending (5% of GDP!), OPEC+ has reversed policy against Russia on production, Russia lost Syria as an ally, the Houthis have been subdued, and regime change now seems likely in Iran. China is under extreme economic pressure from the USA as well, forced to accept 55% tariffs, and to make deals.
These massive Strategic realignments are substantive and enduring, not transient rhetoric.

I don’t think that’s correct.
My understanding is Congress doesn’t have to approve, but can reject the sale with a joint vote in both houses of Congress. Maybe a 2/3 vote required? A key difference.
That is why I blame Biden. He could have approved sales to Ukraine during times when military aid was in short supply.
