This list only includes destroyed vehicles and equipment of which photo or videographic evidence is available. Therefore, the amount of equipment destroyed is significantly higher than recorded here. Loitering munitions, drones used as unmanned bait, civilian vehicles and derelict equipment are not included in this list. All possible effort has gone into avoiding duplicate entries and discerning the status of equipment between captured or abandoned. Many of the entries listed as 'abandoned' will likely end up captured or destroyed. Similarly, some of the captured equipment might be destroyed if it can't be recovered. When a vehicle is captured and then lost in service with its new owners, it is only added as a loss of the original operator to avoid double listings. When the origin of a piece of equipment can't be established, it's not included in the list. The Soviet flag is used when the equipment in question was produced prior to 1991. This list is constantly updated as additional footage becomes available.

Sovereign Wealth Funds are a growing force in the world, especially for resource rich countries.

They can provide a potentially powerful backstop against a variety of “rainy day” scenarios - like for example, Russia attacking again in the future.

President Trump has also floated the idea of starting one for the USA.

The most recent information I have seen from the Trump direction states that aukraine can continue fighting, Interlocutors for public TV indicate that an agreement has been reached by Trump with Ukraine. Apparently Trump plans to meet in the US tomorrow with Zelnskyy for a signing ceremony on the rare Earth’s etc. Apparently the fact that some of them are still in territory occupied by Russia is yet to be worked out. I guess this step will put pressure on Putin to agree to whatever side deals he thinks he has worked out with Trump—the Art of the Deal.

‘Military equipment and the right to fight on’ — Trump on what US minerals deal gives Ukraine.

“An agreement between Kyiv and Washington regarding Ukraine’s critical minerals and natural resources will grant Ukraine “military equipment and the right to fight on,” U.S. President Donald Trump said on Feb. 25.

President Volodymyr Zelensky’s office confirmed on Feb. 25 that the U.S. and Ukraine had reached an agreement regarding Ukraine’s critical minerals after an intense period of negotiations.

Speaking to reporters from the Oval Office of the White House, Trump said that the agreement gave Ukraine billions of dollars in aid and “lots of equipment.”

The deal gives Ukraine “military equipment and the right to fight on, and originally, the right to fight,” Trump said.

It was unclear whether Trump was referring to previous or future military aid packages to Ukraine. When asked about the sustainability of continued weapons and ammunition deliveries to Ukraine, Trump said shipments could “go forward for awhile, maybe until we have a deal with Russia.”

Trump also said that Zelensky would visit the White House on Feb. 28 to sign the deal.

The finalized agreement, dated Feb. 24, reportedly offers Kyiv no security guarantees in exchange for 50% of revenues from the “future monetization” of Ukraine’s state-owned mineral resources.

The White House has said that the agreement is necessary in order for the U.S. to “recoup” the funds it has granted to Ukraine in aid packages over the past three years of Russia’s full-scale war.

“Ukraine, I will say they’re very brave, and they’re good soldiers, but without the United States and its money and its military equipment, this war would have been over in a very short time,” Trump said.

Trump also said he was open to striking a deal on critical minerals with Russia.

“I’d like to buy minerals on Russian land too if we can,” he said.

“The rare earth, they have very good rare earth ... It’s great for Russia too, because we could do deals there. They have very valuable land that isn’t utilized, so something like that could take place.”

Trump denied having spoken to Russian President Vladimir Putin regarding U.S. access to critical minerals in Russian-occupied Ukrainian lands.

Putin on Feb. 24 — the third anniversary of Russia’s full-scale invasion of Ukraine — said that Moscow was open to working with foreign partners on developing rare earth metal deposits, including in occupied regions of Ukraine.”

Russian Offensive Campaign Assessment, February 25, 2025

Putin offered to make a deal with the United States on Russian rare earth minerals as part of efforts to outbid Ukraine on this matter and to push the United States to accept Russian offers of economic measures in lieu of any actual Russian concessions on Ukraine. Putin claimed to Zarubin on February 24 that Russia has an “order of magnitude” more rare earth materials than Ukraine and stated that Russia can cooperate with both the US government and US companies in capital investment projects for rare earth materials.[7] Putin included mineral reserves both within Russia and within occupied Ukraine in his attempts to appeal to the United States to invest in Russian rare earth minerals. Putin also offered to conclude deals with the United States on the supply of Russian aluminum. Putin held a meeting with senior Kremlin officials on February 24 specifically about the importance of further developing Russia's domestic rare earth minerals industry and identified this as a priority effort.[8]

The Kremlin is framing any future US-Russian cooperation on rare earth minerals as conditional on the conclusion of a Russian-friendly peace deal on the war in Ukraine. Kremlin Spokesperson Dmitry Peskov stated on February 25 that any US-Russia cooperation on rare earth minerals can only begin after normalizing bilateral relations and achieving a peace settlement in Ukraine.[9] ISW assessed that Russian officials used the recent US-Russian talks in Saudi Arabia to start an effort to push the United States to accept economic benefits that are unrelated to the war in Ukraine in return for Ukrainian and Western concessions that are related to the war.[10] ISW continues to assess that American acceptance of these Russian-offered economic measures — without demanding any Russian concessions on Ukraine in return — would give away leverage that the United States will need to achieve Trump's stated objective of achieving a lasting and enduring peace that benefits the United States and Ukraine.

A delegation from North Korea's Workers’ Party of Korea (WPK) arrived in Moscow on February 25 at the invitation of Russia's ruling party, United Russia, amid reports that North Korea may be shipping more material to Russia.[18] Russian and North Korean state media reported that Russian Ministry of Foreign Affairs (MFA) Consular Department Head Andrei Klimov and North Korean Ambassador to Russia Sin Hong Chol met with a high-ranking North Korean delegation, including North Korean Politburo member Ri Hi Yong, in Moscow.[19] The Russian Embassy in Pyongyang reported on February 24 that the delegations will discuss increased cooperation between United Russia and the WPK in accordance with the Russia-North Korea comprehensive strategic partnership agreement that entered into force in December 2024.[20] South Korean media outlet Korea JoongAng Daily reported on February 24 that commercial satellite imagery collected by Planet Labs PBC shows a 110-meter-long vessel entering and leaving North Korea's Rason Port near the border with the People's Republic of China (PRC) and Russia.[21] The satellite imagery also shows a line of containers roughly 100 meters long on the pier at Rason Port next to the docked vessel. The vessel reportedly arrived at the inner side of Rason Port's pier on February 20 and moved to the outer side on February 21, indicating that the vessel unloaded containers on the pier's inner side and loaded new containers on the outer side before departing. ISW reported that North Korea likely used Rason Port to transfer munitions to Vladivostok, Russia in November 2023.[22]

Russia may be reopening a Soviet-era submarine base in occupied Crimea. Crimea-based Ukrainian partisan group “Atesh” reported on January 19 that Russian authorities began using the “825 GTS” submarine base in occupied Balaklava Bay, Crimea for military purposes and noted on February 13 that Russian authorities installed anti-naval drone barriers in Balaklava Bay.[99] Jamestown Foundation analyst John C. K. Daly told Radio Free Europe/Radio Liberty for an article published on February 25 that Russia would likely use the base for surface vessels because the submarine base is too small for Russia's Kilo-class submarines.[100]

The strange thing about any agreements on rare earth elements is that there is no shortage of them, but it is the refining process that is the bottleneck. China processes over 90%, this is what needs to be addressed, not mining.

25FEB2025 TAIPEI (Taiwan News) — The Coast Guard said a submarine communications cable between Taiwan and Penghu was cut on Tuesday morning, and a Togo-flagged ship with a Chinese owner and crew is suspected to be responsible.

The Coast Guard said the case is being investigated as a national security issue. In a press release released midday Tuesday, the Coast Guard said it is unclear if the incident was intentional, though it has not ruled out the possibility it was a “Chinese gray zone intrusion operation.”

Chunghwa Telecom notified the Coast Guard the cable had been cut at around 2:30 a.m. Tuesday and asked it to investigate, the release said.

Victoria Nuland’s National Endowment for Democracy (NED) has released a statement following the halt of funding by DOGE and the Trump administration.

The NED, which are the architects of color revolutions in Eastern Europe including Ukraine and Georgia, states that as a result of the freeze “it has been unable to meet its obligations and has been forced to suspend support for nearly 2,000 partners worldwide.”

“Ninety-five percent of NED’s funding is directly appropriated by Congress and is not considered foreign assistance. This funding therefore was not subject to the executive order freezing foreign assistance for a ninety-day review. However, despite being exempt, access to these funds has been inexplicably cut off, forcing NED to halt all partner support and furlough the majority of its staff. While the U.S. Department of State has suspended a small portion of NED’s funding as part of the foreign assistance executive order, those funds represent only a fraction of the Endowment’s total budget.

The disruption is hitting hardest in highly repressive environments, where dedicated frontline organizations have been forced to lay off staff, curtail operations, and, in some cases, face increased security threats.”

The organization is demanding that funding be resumed immediately.
