OBSERVATION - Covert surveillance of the citizens of a nation is a huge red flag when it comes to the govt on the brink of going tyrannical. This is apparently just another method the regime has been using to compile data for its list of enemies. There is no doubt that this list will be used to target civilians when the regime decides to turn the corner and go full blown tyrannical. There is no other reason for the compilation of such data.
