This isn't new. In 1985 I was out of a job and was furiously looking. I got an interview with a state agency. The interview went very well, but at the end I was informed that there was another applicant that was a minority and a woman. Therefore, that person got preference.

A month later the supervisor called me and said that the person didn't work out. So I asked that I now had the job.

No, I would have to come in for another interview.
