Actually doing better is not the priority for them.
In 2021 I ran into a recently retired Australian Federal Police officer who had just spent a year in China giving seminars on effective crime control techniques. I asked how was China, as things were ramping up around Taiwan. He said they had so many internal control, corruption and crime issues that the Army was tied down on internal security. Not what the news shows.
