This clown does not understand the customer willingly walks onto private property when he chooses to shop in that store. If he doesn’t want to consent to a receipt check, don’t shop there. IMO, the management has every right to require this inspection.

These are now places of “Public Accommodation” private property angle might apply to membership places or “clubs” like Sams. Not places open to the public.
Regardless of the location, technically it is true that once the receipt is in hand it is the customer’s property.
One of the main reasons for this “can I look through your stuff” is they want to bounce the items off the receipt, it’s a check primarily or at least partially on dishonest checkout clerks, who work hand in hand with unscrupulous “customers”.
If the checkout clerks are crooks that’s their problem, not mine. I always tell ‘em to F off.
