This is actually textbook fascism in which government “partners” with business. Marxism fully subsumes everything into the state.

Marxism: "There should not be private ownership of the means of production because production is collective"
Fascism: Fascism allows people to have private property. But they cannot act without government permission. They exist as long as they are in favor with the government. The government can shut them down at will.

Actually, fascism.
Maxism/communism, has the state owning and controlling everything and everyone.
Fascism has a select few owning everything and the state controlling everyone.
In both cases, it is authoritarianism.
