Well, I am glad you looked this up. Because I was of the same thought. Why or what exactly is this?

Cocaine hydrochloride nasal solution is used to numb the mucous membrane inside the nose before a medical procedure or surgery.

Cocaine hydrochloride is a pure version of cocaine. It is also known as cocaine hydrochloride salt and can be dissolved in water to make a solution.

Cocaine hydrochloride has approved prescription drug forms in the United States and other parts of the world. It is legally available as a nasal spray and a topical (skin) solution. However, it can be habit-forming even in this form.

When injected, the drug is released directly into the bloodstream and reaches the brain within 15 to 30 seconds....

Yes, powdered cocaine is illegal. Powdered cocaine is a Schedule II substance under the Controlled Substances Act. Schedule II drugs, which include PCP and methamphetamine, have a high potential for abuse. Abuse of these drugs may lead to severe psychological or physical dependence.
