You really want to stabilize the country? End all welfare and "assistance" . Suddenly the only women who could have kids and survive would have to be married to guys with stable jobs.
My heart goes out to the brave Haitian Freedom Fighters. Best to let them sort out their own problems—all the help we have given them has done no good. They need a good ruler and one will surface in time. Who ever this person is needs to give a crap about the people of Haiti and not his own bank account (that leaves out most Americans). He must be ruthless, a “man on a white horse” who will establish order. Maybe a Communist like Castro? Or a King like Christophe, or a Voodoos’ Master like Papa Doc. BUT he will come and the gangs will be replaced by a government gang who will bring order. One of the best Russian Tsars was Ivan the Terrible—was he terrible—you bet—but unlike most tsars he really gave a crap about Russia (He set up the first secret police “The Feared Black Horse Watch” and Russia has never been without one since then). Let Haiti solve its own problems—it will.
