The Beltway bureaucracy has spent the last 50 years carefully gaining access to the US Treasury for purposes of political money laundering. They were and are wildly successful at it by disguise.
They are not going to put that at risk with a return of Trump. He made enough of a disruption in his "mistake presidency". Never again.
