IIRC states have different methods. Some hold a special election,others allow the Governor to appoint someone. Doesn’t KY have a Rat Governor?

The Constitution was changed with the passage of the 17th Amendment, so the Governor no longer has that replacement power of US Senators unless permitted by the State Legislature. Currently 45 of the 50 State Legislatures authorize their Governors to appoint a replacement Senator, however five States require an election to fill a Senatorial vacancy. There are also other requirements and exceptions which can be found in this Congressional Research Service document.
