I think maybe it is because countries like Japan and South Korea were dumb enough to listen to the so-called geniouses in the western world.
but if they listened... it must of meant that they wanted the population to drop... but now that it has dropped... they panic because it worked.
Why even try to do it, if you are just going to panic if it works!
it would be like if the global warming peeps actually were able to stop global warming.. and then they went into panic that it’s not going to get any warmer.
