Doesn't really make sense.

Hanlon's razor is "never attribute to malice that which is adequately explained by stupidity."
Maybe this helps explain it, "The" way vs "a" way (Japan v China dept).
As much as the author cautions about not overgeneralizing, the pictures tell their own story.

Naha airport, Okinawa, Japan:

Changsha, capital of Hunan Province, China:

Japan: Fuel aircraft using fuel truck, fuel pump, checklists, personal safety equipment and procedures.
China: Siphon aviation gas from the back of a delivery truck using your mouth, when the fuel drum is above the filler port so siphoning is not needed.

Question: Which country is more likely to cut corners until it all goes wrong six ways from Sunday?

LOL Having spent a fair amount of time in both countries, I can totally believe that.
