We need to reopen the closed mental health hospitals that were closed down in the 1970s. It would take most of the mass killers off the streets as mass killing was rare till the hospitals were closed and the patients dumped onto the street.
HOWEVER THERE IS A PROBLEM...If the mental hospitals are reopened, and the 1950s rules for incarcerating a mental patient were still in force, a large number of the Biden Administration would have to be incarcerated for being wacko.
