Has been for a while.
It’s real simple.
The top heads are political appointees. Guess who they are loyal too, some Constitution or their political master?
The senior bureaucrats suck up to these appointees, wanting to get noticed. Many of them get hand picked by the appointees to fill key positions.
In the macro, all government agencies and departments are political instruments, and that should not be a surprise since government is a political beast.
The difference is, today you have no privacy, and the government has given itself massive police and regulatory powers as government expanded over the years (all in the name of public safety, national security, the environment, or social justice). In the past, when the US was decentralized and these powers just weren’t there, the government was the same political animal it is today and those in power were just as savage, immoral and nasty, they just couldn’t do what they do today!
