Very possible.
Same speculation about the one at the port with all of the ammonium nitrate (or other explosive fertilizer).
When that happened many speculated the the blast was placed to do the least loss of life. It was pretty amazing considering the size of the explosion. Most of blast deflected to the ocean. There was still a lot of damage to the city.
