Neither were Lexington or Concord... Those were the British trying to enforce their laws/will on the Colonists.
It wasn’t until a year later that the Declaration was signed making such actions “acts of war”.

Wrong again. It was the regular British Army that marched on Lexington and Concord and engaged with American militiamen and that made it an act of war.
