They appear to have missed the fact that Taliban shadow governors were already in place, alongside their staff, to take over provincial functions.

The same thing would have happened had Trump been re-elected. This is because Afghanistan is a failed state.
Plus Pakistan did not stop its funding and arms support of the Taliban.
All this was perfectly predictable in advance. I predicted it before the 2020 election when Trump said he'd pull American forces out.
OTOH, under him there'd have been a phased withdrawal to the areas held by the former Northern Alliance to protect a few million refugees on the way, with loud arguments and enormous cash distributions to the current leaders of everyone in sight.
And rescuing those poor about-to-be executed refugees would only have been the justification for spending a few billion dollars helping them out. The real motive would have been spending that several billion dollars in generally unaccountable ways. Much of the missing money would never have made it to Afghanistan. This too would have been the last chance for the corrupt people on our side to grab some of the money we spent on Afghanistan.
As it is the new Northern Alliance, almost certainly led by someone named Dostom (remember him?), will hold out against the Taliban again.

The CIA’s failure goes back at least 30+ years. They missed the fall of the Berlin Wall and all the upheaval in the ComBloc countries.
