Sure he did. As a director of a national research institute, he is appointed and may be terminated by the director of the NIH, who is in turn appointed by the President. Congress has explicitly provided that there is no limit on the NIH director’s power to terminate a director of a national research institute.

If Trump wanted Fauci fired, he would have been fired.
