I am sure that is a factor, particularly when promotions are made.

Incompetent first level and middle management can destroy any operation.

For a while everything will seem normal, and then competent workers begin to retire and the "secrets" that made the place work start to disappear.

(If workers don't like or respect their bosses they will hide information.)
