It's not just any "vehicle." 25 in an 18-wheeler wouldn't be surprising.
25 people packed into a Ford Expedition. A vehicle that has a base seating capacity of 5, and a "max" capacity of 8.
Imagine stuffing 25 into that? Like a clown car....only, not funny for many reasons.
