In addition to pinging each of the members of the "1 of" list, consider listing them explicitly at the bottom of your comment. Reason being, in the "To:" line, only the first few are shown, then the ellipsis ... and we don't know who the rest are.
They ALL deserve to be shamed by name. Until, of course, such time as they acknowledge that they have been freeloading, and start donating to FR.
