It signals conviction in his position, that’s for sure.
It also signals fundamental disagreement with GOP Senate. “if you can’t stand for this argument, I don’t want to be a member.”
The Senate and Congress as a whole are failed institutions. I don’t believe they are capable of self-repair. There is no moral legitimacy there.
The institutions are not broken the people in the institutions do not know how to operate the institutions as designed. Just beacuse a newbie driver runs into a tree with his bright new Corvette, doesn’t mean that the Corvette was broken before he hit the tree...just sayin’.

Just a thought...if all patriotic office holders suddenly resigned AS ONE, what message would that send to our political foes (Dems, RINO’s, uninformed populace, arrogant libs and progs.)?
I’m not so sure that stepping away from our corrupt government is a bad idea - if done on a large scale. One person of conscience here or there garners little attention, but if a third of Congress resigned...I’m thinking small to mid-size quake will reverberate across the land (and perhaps get some folks to think for a change).
