All of those oligarchs are oligarchs because of their favored status with the state. Of course the people that make the oligarchs are getting rich too, they just have to pretend they aren’t. Which is why stealing $70B is sort of pointless because you can’t actually admit you have it by, you know, spending it. A politician can get away with having several mansions he can’t legitimately afford as long as they aren’t TOO ostentatious (like Joe Biden has gotten away with)
