I would offer this observation...as weak as the Capital Police were, and managed by 1-star leadership, the Nat’l Guard arrived and was getting the same treatment, same leadership. They were becoming ‘mall-guards’ like the Capital Police already were.

If you stand and look at the image....this is like late 1980s image of Panama, with Panamanian Army on street corners to convey some image of control. Conveys ‘banana-republic’ status.
