And how does one not pay the fee when the case is filed? If the filing fee wasn't paid, how did the case get filed, and make it to the court's docket?

And if that truly is the reason, almost any court would tell you to go pay the fee, then they'll look at the case. They don't just dismiss the case out of hand right away.

The more appropriate term is the case was rejected. Clown show because lawyers didnt pay the fee and they didnt fill out right paperwork.
