I read your question as is there active military members giving SWORM testimony. No there are not active, only people who were in the military or retired from the military.

It appears the SWORN testimony is maybe a military person or a civilian (GS) working in the military.
GP blog post claims 21 years at 305th but the testimony document does not reflect that.
Line 2 in the testimony, he is not currently in the military. He might have been in the military at one point in his life. The keyword is “was”, he is doing this outside of the military.
“I was an electronic intelligence analyst under 305th Military Intelligence with experience......”
Questions to make his testimony more solid or information missing in the GP post.
Who does this person work for now?
Who asks him to get the packet traffic?
What relation does the company he works for have with the elections? (I am sure he did not go out track this on his own or did he)
