Have they counted the ballots in Philly? No. Are they going to? No

The machines they use do not count ballots correctly, see below. So, yes machines are part of the problem.

Some ExpressVote XL machines incorrectly recorded votes for several candidates in the November election, prompting the county to count backup paper receipts to identify the correct winners, according to Maudeania Hornik, chair of the Northampton Election Commission.

Even the link you posted there reinforces my point. If the machine isn’t working properly or is rigged to make one candidate the winner, a hand recount will identify the problem immediately.

The Trump campaign will not bother with a recount in Philadelphia because recounting fraudulent ballots isn’t going to identify the real problem. If Joe Biden got 800,000 fraudulent votes in PA, recounting them 50 times isn’t going to change the result.
