One insider speculated the distribution point for fake Chinese ballots (probably
mfg in China for Biden) was traced to the Chinese consulate in Houston, Texas.

Actually, there is only one way it is legal and correct.
If a ballot is legal (as determined prior to the copying I am describing), but illegible (including to a scanner), then a pair of poll workers - from opposite parties - copy them. The original ballot is read by both, one copies the clearly indicated votes to a new ballot, with the second verifying a correct copy. The original ballot is discarded (should be by being destroyed), and the new one counted.
If it is a lone person just preparing a whole stack of ballots, that is in no way legal.
Somebody with access to the voter files, should scan for people who voted this year who hadn’t voted since (a) 2008, (b) 2012 or (c) 2016.
These are almost certainly people who are dead or who have relocated.
THEN
These ballots and (d) any ballots submitted with the same handwriting of these ballots should be challenged.
This is potentially tens of thousands or even a hundred thousand votes.
PARALLEL to this challenge ...
samples from each category (a), (b), (c) and (d) should be research to see if they are alive, still living at the listed address, and can state the time and circumstance of their vote.
ALSO ...
law enforcement should put the squeeze on the little fish among the vote harvesters, to get them to turn evidence on the big fish.
Offer a suspended sentence for a confession; and, amnesty for states evidence.

what I saw on videos, this was Charlie Kirk’s youtube, was single individuals filling out blank ballots and stamping them.
I have not seen the videos. That certainly does not sound legit.
