1) I would take this as a various serious threat. There are signs that people “expected” a corona-virus pandemic before this one happened.
2) If a smallpox epidemic breaks out next year, and people in the media shrug and say “Odd coincidence, huh?” I think those people should be ... dealt with harshly.
3) I hope that President Trump is, today, working on stockpiling smallpox medicine. Just in case.

Winter has fewer hours of daylight than any other season. So that allows some latitude for describing it as “dark.”
But I agree. It is not a common phrase describing winter to my ears, either.
Might it be a veiled reference to some coming biological attack on US civilians...? I don’t know. But this year has given me more reason to lend credence to the idea than any other! Nor would such a thing be unprecented, I think.

The bottom line was, no politician would decide to do the right thing, at any stage of the epidemic, until events proved the need for it - by which time, of course, it was too late. This pattern persisted throughout all iterations of the exercise.
I often refer to Dark Winter and Atlantic Fury (another epidemic wargame) to point out that, if COVID were smallpox or Ebola, we wouldn’t be arguing about control measures.

Just a theory: did you see Biden had an iPad on his lectern which he picked up after the debate? Most probably his team (handlers) were prompting him through the debate (using a custom app with encrypted with bluetooth or wifi peer to peer connection, for example).
In which case, they would have to have drilled on key phrases to evoke longer canned responses he had memorized. Then “black winter” would be a prompt to evoke the whole biowar dystopic socioeconomic meltdown that the wargame predicted. But Slow Joe just repeats Black Winter,...Black winter, not remembering his lines enough for it to seem to be a thoughtful on-point response.

It’s a horrible disease. It has had a 30% mortality rate.
An outbreak of that would destroy this country.

The one factor that is unknown at this point is treatment.
According to medical literature, there is no treatment for it, but that is based on decades old medical science. We have come a long way in treatment of disease and understanding the immune system.
Likely they would figure something out pretty quickly, but the first batches of people catching it would not fare well as they would be the ones experimented on to find the treatment.
