You may be onto something.
Personally, I think he's just a career bureaucrat doing everything within his power to increase funding for his department AND enhance his celebrity status. He's already on Babs' speed dial.
But maybe he's distracting us intentionally from re-election efforts, like Trump trolls the press while he gets judge's approved. That way he's in good graces with a Biden Admin (he will likely get fired if Trump wins).
