I just looked this program up. It's nuts. They actually knock on your door without warning and ask you to participate in a "survey." If you say yes, they will test you. If you test negative, they will text you. If you test positive, they turn you over to the tender mercies of the "case investigation team."
Race has nothing to do with this Orwellian madness.
