Yep, MLB instituted the rule wherein extra innings start with a runner on 2B. Last batter out from the prior inning starts the extra inning on 2B. Rules for babies.
I had missed that (since ditching MLB) and thought you were referring to Little League!
I actually occasionally even watched an All-Star game, until they decided it was late and went home with a tied score.
