Cuomo has the same stupid ideas, but he is smarter than the Mayor and realizes he is in charge of the state. He is also smart enough to realize he is not going to look good on the virus with hindsight - especially the nursing homes. It’s not just NYC either. Other cities in NY are in chaos as well. Lurching from one failure (virus) to another (riots) will be his legacy if he does not act.

Nope. Cuomo said that it would be a too difficult thing to displace the mayor. He's not displacing the mayor. And there will be no national guard brought into NYC.
Things must be worse in NYC than is being reported.
