Problem with Boeing is their workforce has not embraced change very well. Too much tribal knowledge amongst non-engineering work staff. The workforce reduction will make a financial difference, but until the organization accepts change, the culture will remain the same. This is a bandaid being put on a gunshot wound.

Owner of company tells employees it is time to get back to basics. I worked at Boeing as a contractor from 2003 to 2012. Great company that has lost its edge. Boeing lost not only their edge but their entire culture when they merged with McDonnell Douglas in 1997 and moved their headquarters to Chicago in 2001.
McDonnell Douglas' culture took over.

Having worked at Boeing for 9 years as a contractor, I believe they could reach out and hire 100 of their best employees that they have let go of in the last decade or so (I do not consider myself in that group) and they could recapture their heritage. Then pass if forward. Just my thoughts.
