I bought the first house in a new neighborhood under construction. I routinely walked through the other new houses going up just out of curiosity.
As did my new neighbors after they moved in.
I suppose you could charge him with loitering, but there’s not evidence he actually took something.

My wife's cousin was building several homes and all of them had the wiring stripped out of the walls while they were still being framed. All had to be re-wired.
