i reinstalled windows on one.. took everything off... am leary getting back on... they were in my pc when i was home and saw it..they get in some back door.. undo my protection.. and help themselves.. they make folders that cant be deleted.. you name it, they do it all

Can the folders be deleted in safe mode? That's always worked for me.

All these suggestions you are receiving are fine and dandy, however this malware you have on your machine is going to disable any program you try to install.
