It's actually a clinical trial for early treatment as an outpatient, rather than a prophylactic trial. For instance Boris Johnson was at home for 10 days, before his symptoms worsen.

Cuomo is not allowing the drug to be used for outpatients. He is getting between the patient and the doctor.

Oh I see. Well a governor in a state does not have the authority to ban a legally prescribed medicine. The fact that doctors are obeying a ridiculous order is shocking to me. If I was a doctor in New York I would be prescribing that drug willy-nilly and wouldn’t care what some Governor said. He does not have authority to ban drugs from being prescribed that are legal. You and I both know if Trump made such a declaration they would be defying him and then giving press conferences about it
