Imagine that you are the prosecutor, and must take him to a Court Martial. What evidence do you have in hand in order to convince a Court Martial panel? From what I've seen it's pretty thin gruel. Is he a leaker, yes. Can we prove it. Unlikely. Does he have a very different view of foreign policy compared with the President? Yes, but do you have evidence to prove that this was a violation of the UCMJ. Probably not, and the Army is not going to waste it's time on it. If the White House was really interested, they could have charged him in Federal District Court.
