Not fully. Congress voted to send them these missiles. It was wrong when Obama held these back because he was a pacifist and it was wrong when Trump did it too.

That's what's driving me nuts, too. They go around telling everyoine that the President may change policy....when it fact....not the case at all.

These ambassadors have no say in policy.
