She’s been shoring up her super delegate support in anticipation of a brokered convention. The super delegates haven’t been eliminated - they get to vote starting with a second ballot.

I think the Dems have likely written off 2020, and are giving the old Dems (Hillary, Biden, Bernie) one last hurrah before telling them to get off the stage and go away.
