Because even with public assistance, people who receive benefits do not feel the need to spend the money on certain things. Especially if it isn’t for “them”. So they steal them. Many didn’t want the baby, anyway, so any expense spent on that walking talking pooping inconvenience is looked at resentfully. Except when it comes to fancy clothes and sneakers for the baby, then all EBTs are off...

Razors are expensive, but needed, so they are stolen. Diapers, too, but it is harder to walk out of a store with them.

When I worked for a (now defunct) supermarket chain when I was in college, I was helping out in a inner city store of the chain, and I saw a Gibmedat putting a rack of ribs along with diapers and candy into a handbag. I told the manager of the store and he said forget about it, we can't prove it.

Working in retail, I could write a book on people stealing and co-workers didn't care, like once I was going to work (at 12 noon) at a now defunct computer chain. A person walked in took a ladder and helped himself to an IBM desktop computer. He was walking out casually, so I told him have a good day enjoy your purchase.

Another time while working at the same computer store chain, the district manager asked me to work at another store because it was losing money, I found out why, the shipping receiving manager decided to sell computers online (more computers went out the back door than the front door).
