I think rape should be extremely specific involving genitalia and or mouths.
But sexual assault, saying it could mean anything to a victim. If a LEO says it, it will be the legal definition in that state, which can vary from grope to rape. But some woman could take flirtation to be sexual assault these days. I’m sure this woman means some kind of actionbut she isn’t very specific. To keep him from the governor office it had better be more specific.
