No, most of that stuff pertained to previous laws in certain States. The tracking stuff and access codes were just an idea based on current tech.

I am not a big fan of voting absentee at will, early voting is fine when done at a polling place. The idea that you can just drop-off a ballot and drive off ticks me off. There are many ways to forge that stuff. Authorities will catch some, but not everyone. Provisional ballots should not exist at all. The voter should not be immune from responsibility and planning.
