LEOs get together and buy apartment houses so young officers can move in. Wives become real estate brokers and put young LEO families in rented houses owned by other LEOs. Permits for new homes and additions go through another track down at the planning department. Final home inspections get signed off, sometimes without the inspector coming out to see it. Insurance in LEO neighborhoods can be lower, since a wife of an LEO is the broker and knows the neighborhood.
