Though, Phil 9mm handgun lacked penetration, his 9mm made up in higher magazine capacity. With more rounds Phil was able to shoot multiple times to put down the bear. How many more rounds and did he empty the magazine to stop the bear?

I think he was very lucky as well. Bears are FAST and you might only get one shot off before he is on you!
