No one knows how to work or run a business, other than small black market items- they will come around but it will take a long time to build anything prosperous - but workforce is a big part - East Germany is an example.
Asians are almost natural small and medium sized business owners, like they have a gene for it or something. Look at the Koreans, Thais, Chinese, Vietnamese, Filipinos and others who came here with absolutely no business experience.
The East Germans at least had the advantage of some exposure to the West. The Norks however have been living in just about complete isolation from the outside.
